In the meantime, critically needed is a comprehensive regulatory framework that enables not only state-owned but also non-state enterprises to be able to issue a wide range of bonds legitimately. This move will certainly pave the way towards a functional corporate bond market and open up the funding channel for enterprises via bond issues.

Confucian ethics, being adopted in Vietnam, lost its originality and was adapted and supplemented in accordance with the historical practice of the people in order to meet their needs and correspond to changes in the feudal society of Vietnam. In other words, Confucian ethics was “Vietnamized”. The article analyzes the process of implementing and developing Confucian ethics in Vietnam and defines its specifics. Confucianism in general, and Confucian ideals in particular, which arrived in Vietnam in the first cen- turies of our era, were accepted by our Vietnamese dynasties and have served as ideological functions for a long time. Furthermore, Confucian morality has played a significant role in Vietnamese tradi- tional life. Additionally, Confucian virtues have had a long-standing influence on Vietnamese society. It has had a beneficial and detrimental impact on public life since its inception. The purpose of the article is to (...) examine the tactics of Confucian politics’ influence on modern Viet- namese society and our societal problems. The rel- evance of customs, traditions, and beliefs, as well as the cult of ancestor worship, is highlighted; the value of moral education in the family is empha- sized; and the influence of public opinion is being highly considered. Along with that, the impact of Confucian principles on Vietnamese society is ex- amined, both through the institutions of communal self-government in villages and communes and through policy implementation. The author points out various inconsistencies between Confucian principles and modern Vietnamese society. Further modernization, according to the author, should be accomplished not by shattering the ideals embod- ied in Vietnamese society or by Confucianism’s standards, but by adapting their individual provi- sions to the needs of the present. Purpose This study aims to ascertain the impact of data collecting awareness on perceived information security concerns and information-sharing behavior on social networking sites. Design/methodology/approach Based on communication privacy management theory, the study forecasted the relationship between information-sharing behavior and awareness of data collecting purposes, data collection tactics and perceived security risk using structural equation modeling analysis and one-way ANOVA. The sample size of 521 young social media users in Vietnam, ages 18 to 34, was made up of 26.7% men (...) and 73.3% women. When constructing the questionnaire survey method with lone source respondents, the individual’s unique awareness and experiences with using online social networks (OSNs) were taken into account. Findings The results of the investigation demonstrate a significant relationship between information-sharing and awareness of data collecting, perceptions of information security threats and behavior. Social media users have used OSN privacy settings and paid attention to the sharing restriction because they are concerned about data harvesting. Research limitations/implications This study was conducted among young Vietnamese social media users, reflecting specific characteristics prevalent in the Vietnamese environment, and hence may be invalid in other nations’ circumstances. Practical implications Social media platform providers should improve user connectivity by implementing transparent privacy policies that allow users to choose how their data are used; have clear privacy statements and specific policies governing the use of social media users’ data that respect users’ consent to use their data; and thoroughly communicate how they collect and use user data while promptly detecting any potential vulnerabilities within their systems. The article uses the methodology of dialectical materialism as a general principle and a specific historical principle to evaluate Nguyen Trai’s benevolence (...) and righteousness in terms of compassion, justice, and management, associated with the interests of the people, the community, and society. The article also uses analytical and synthesis methods to highlight the content of benevolence and righteousness in the cultural tradition of the Vietnamese nation today. The Covid-19 pandemic had affected the world in general and Vietnam in particular. So Nguyen Trai’s thought culture is powerfully and effectively prompt in responding to the Covid-19 pandemic in Vietnam and other countries today. In this article, Nguyen Trai’s benevolence and righteousness fairness clearly define the responsibility of the state and the obligation of citizens to promote the traditional cultural values of the nation. Resumo: Nguyen Trai foi um grande filósofo patriótico vietnamita, uma das maiores personalidades de todos os tempos. Ele viveu no século XV; seus pensamentos se tornaram um grande exemplo de ética, cultura, alma e sabedoria vietnamitas. O artigo estudou os pensamentos filosóficos de Nguyen Trai, para ajudar a desenvolver um país próspero e feliz, usando os valores culturais tradicionais da nação. O texto utiliza a metodologia do materialismo dialético como princípio geral e como princípio histórico específico, a fim de avaliar a benevolência e a retidão de Nguyen Trai, em termos de compaixão, justiça e gestão, associadas aos interesses do povo, da comunidade e da sociedade. O artigo também usa métodos analíticos e de síntese, para destacar o conteúdo de benevolência e retidão, na tradição cultural da nação vietnamita hoje. A pandemia de Covid-19 afetou o mundo, em geral, e o Vietnã, em particular. Portanto, a cultura de pensamento de Nguyen Trai é poderosa e eficaz na resposta à pandemia de Covid19, no Vietnã e em outros países, na atualidade. Il y a trop de distance entre les conceptions abstraites de la Physique et les modèles intuitifs empruntés à l'univers concret pour que l'on puisse espérer tirer de l'utilisation de ceux-ci des indications exactes. Il faut recourir à des modèles déjà conceptuels et abstraits empruntés plutôt à l'univers mathématique qu'à l'univers sensible.

Every year, the Vietnamese people reportedly burned about 50,000 tons of joss papers, which took the form of not only bank notes, but iPhones, cars, clothes, even housekeepers, in hope of pleasing the dead. The practice was mistakenly attributed to traditional Buddhist teachings but originated in fact from China, which most Vietnamese were not aware of. In other aspects of life, there were many similar examples of Vietnamese so ready and comfortable with adding new norms, values, and beliefs, even contradictory (...) ones, to their culture. This phenomenon, dubbed “cultural additivity”, prompted us to study the co-existence, interaction, and influences among core values and norms of the Three Teachings –Confucianism, Buddhism, and Taoism–as shown through Vietnamese folktales. By applying Bayesian logistic regression, we evaluated the possibility of whether the key message of a story was dominated by a religion (dependent variables), as affected by the appearance of values and anti-values pertaining to the Three Teachings in the story (independent variables). Our main findings included the existence of the cultural additivity of Confucian and Taoist values. More specifically, empirical results showed that the interaction or addition of the values of Taoism and Confucianism in folktales together helped predict whether the key message of a story was about Confucianism, β{VT ⋅ VC} = 0.86. Meanwhile, there was no such statistical tendency for Buddhism. The results lead to a number of important implications. First, this showed the dominance of Confucianism because the fact that Confucian and Taoist values appeared together in a story led to the story’s key message dominated by Confucianism. Thus, it presented the evidence of Confucian dominance and against liberal interpretations of the concept of the Common Roots of Three Religions (“tam giáo đồng nguyên”) as religious unification or unicity. Second, the concept of “cultural additivity” could help explain many interesting socio-cultural phenomena, namely the absence of religious intolerance and extremism in the Vietnamese society, outrageous cases of sophistry in education, the low productivity in creative endeavors like science and technology, the misleading branding strategy in business. We are aware that our results are only preliminary and more studies, both theoretical and empirical, must be carried out to give a full account of the explanatory reach of “cultural additivity”. Educational philosophy helps to orient the educational development process of each country and develop the capacity of each individual in society. In the educational history of each country, there is always a process of preserving and transferring social heritages. The educational system prepares the next generation to enter society and imparts ideas, values, and beliefs that will shape young people’s thinking and behavior for the rest of their lives. Therefore, this article wishes to clearly and vividly clarify the importance of (...) studying Pragmatism’s educational philosophy to realize its present influence. At the same time, it is crucial to deeply understand the educational process of Pragmatism to derive meaning and clarify the primary function of educating Vietnamese people in the context of current global integration. The article uses the materialist dialectic method with broad and specific historical principles to evaluate Vietnamese education with opportunities and challenges in the current integration process by studying Pragmatism’s philosophical education. The article found that the theory of education by Pragmatism clarifies the role of social educational institutions – schools in the educational process. In parallel, it is a teacher with educational methods and programs that are the basis for educating learners to become comprehensive citizens in the future. And students are the goal and the product that the educational philosophy needs to implement. Research results, the article clarifies the need to develop an educational philosophy for Vietnamese people to build comprehensively in the socialist orientation in the current globalization context. Vietnam is a country with many spiritual beliefs that reflect the values of its inhabitants, being an important component of their traditional culture. A special place is occupied by faith in the Mother Goddess. This kind of beliefs, which is completely unique for Vietnam, has a long history and emphasizes the feminine principle through the image of a woman with the power and ability to create, enrich and develop everything that exists. Faith in the Mother Goddess reflects the values and (...) high human qualities of the Vietnamese, and it has been recognized by UNESCO as an object of representative intangible cultural heritage of humanity. Confucian ethics was adopted in Vietnam, but it was influenced by the Vietnamese belief in the Mother Goddess. The cult of the Mother Goddess also had a great influence on the ideas about the role of women in society. The study analyzes the origins, features and values of this cult and indicates its influence on the Vietnamese Confucian ethics. It is established that the activities of the worship of the Mother Goddess contribute to strengthening the sense of community of the Vietnamese nation. In connection with the development of Confucian ethics within the framework of Vietnamese culture, the attitude towards women has changed to a more humane and open one. In modern times, the cult of mother worship has acquired secular features and can be seen as a sign of gender equality. (shrink)

The purpose of the study is to explore the in-depth understanding of participants' journeys from helplessness to resilience and post-traumatic growth during COVID-19. The participants’ experiences are taken into consideration and examined in depth. To do so, we employ a phenomenological methodology which is concerned particularly with individual experiences and is exploratory. 90 participants (17 males, 72 females, and the other 1, aged 18-52) were invited to participate in the survey with two self-report questions. The participants’ levels of education include: (...) graduate (n=66), postgraduate (n=18), college (n=1), and others (n=3) were willingly shared their experiences focusing on two self-report questions on personal diaries and 1) Naming an incident during the COVID-19 pandemic that has impacted you? 2) What is your greatest support to overcome adversity during the pandemic? We found four key themes: (1) feelings of helplessness, including confusion, meaninglessness, and disconnection; (2)Theme 2: Finding Inner Strength and Personal Resources (e.g., awareness of self-efficacy ); (3) Theme 3: Having Family and Community Support (e,g., appreciation of others, ability for adaptation); and (4) Theme 4: Belief in the Divine Presence (e.g., attunement to priorities). These findings offer valuable implications for the field of Evolutionary Studies in Imaginative Culture. (shrink)

Before she became a Buddhist nun in the tradition of Thich Nhat Hanh, Sister Dang Nghiem was a doctor. Relationships with international students can be beneficial to higher education in terms of financial and human resources. For this reason, establishing and maintaining such relationships are usually pre-eminent concerns. In this study, we extended the application of the disconfirmation expectation model by incorporating components from subjective task value to predict the loyalty of international students toward their host countries. On a sample of 410 Vietnamese students enrolled in establishments of higher education in over 15 countries across the globe, we employed (...) structural equation model to construct the conceptual model. Our empirical findings revealed that while the roles of satisfaction and disconfirmation are still important as direct and indirect antecedents of international student loyalty, its most powerful predictors are the three components of subjective task value: attainment, utility and intrinsic. These insights result in a number of implications for actors on the higher ducation scene, such as heads of institutions and policy makers. (shrink)

There are good reasons to reject absolutism about truth not only for theoretical purposes but also in connection with the issues of cross-cultural communication and understanding. In explaining the neorealist approach, an analogy given by Alvin Goldman is employed and it is maintained that despite its difficulties Goldman's account is on the right track vis-à-vis truth and the ontological matters related to it.

This paper aims to describe and defend a Pluralistic Kantian, as opposed to a Tractarian, version of realism vis-à-vis the ontological basis of truthmaking relations. One underlying assumption of my position is that propositional truth is a robust property and, consequently, is normatively distinct from epistemic justification. Still, it does not follow from this realist contention that truth is generated ontologically, viz., independently of cognitive and intensional contributions of human agents. This point brings my view notably close to H. Putnam’s (...) peculiar blend of certain Wittgensteinian and Kantian themes. However, I argue that Putnam’s apparent denial of the in-itself reality with an intrinsic structure gives rise to a rather un-Kantian and problematic metaphysical picture. I suggest that the solution to the puzzle may be found in a synthesis of the best intuitions of Armstrong’s Tractarian realism and Putnam’s quasi-Kantianism. (shrink)

Recent challenges to Chomsky's poverty of the stimulus thesis for language acquisition suggest that children's primary data may carry “indirect evidence” about linguistic constructions despite containing no instances of them. Indirect evidence is claimed to suffice for grammar acquisition, without need for innate knowledge. This article reports experiments based on those of, who demonstrated that a simple bigram language model can induce the correct form of auxiliary inversion in certain complex questions. This article investigates the nature of the indirect evidence (...) that supports this learning, and assesses how reliably it is available. Results confirm the original finding for one specific sentence type but show that the model's success is highly circumscribed. It performs poorly on inversion in related constructions in English and Dutch. Because other, more powerful statistical models have so far been shown to succeed only on the same limited subset of cases as the bigram model, it remains to be seen whether stimulus richness can be substantiated more generally. The paper uses analytical, synthesis, and argumentative methods to explain human nature with its behaviors and perceptions in (...) social life; Aquinas argued that it is human nature to do the right thing to achieve happiness. However, society is more progressive and liberals, but people always realize their lives have many injustices and difficulties. People want their lives to be happy and good but feel depressed. In this article, in an excellent society, people live according to the law and adjust their behavior according to the regulations of society; each person in the society is also better, from which the society is also humane and reasonable that the basis for building a better society in Vietnam. Although the notion of agency presents itself as an attractive solution to the puzzle of free will, itfaces a problem vis-à-vis the nature of reasons that are purported to lie behind actions. In this paper,I first point out the significance of a paradigm shift that emerges with the agency view. Then I arguethat the agency theories nonetheless fail in general to give a satisfactory account of various sorts ofreasons underlying our actions and choices. In trying to enlighten the multi-faceted nature (...) of actionsand agency, I define a novel concept, “substantive autonomy,” and claim that it is a basic fact valid forall animals, not only humans, that are capable of initiating action. Reasons may indeed be lying behind our actions in a non-deterministic and ubiquitous manner, but agency often works in the absenceof sophisticated reasons which are evidently characteristic of humans.Keywords: agency, event causation, free will, reasons, substantive autonomy. A significant and interesting part of the post-Gettier literature regarding the analysis of propositional knowledge is the attempt to supplement the traditional tripartite analysis by employing a fourth condition regarding the defeasibility of evidence and thus to preclude the counterexamples displayed in Gettier’s original article. My aim in this paper is to critically examine the sort of externalism that accompanies the most promising of the proposed fourth conditions, due to Pollock, in order to offer some fresh insights on this old (...) epistemological issue. I argue that Pollock’s paradigmatic treatment of the matter gives rise to a critical problem with regard to the exact role of the fourth condition and its relation with the onto-semantic or alethic condition of propositional knowledge, to wit, truth. In the light of this discussion, I draw certain conclusions about epistemic externalism and point out some of its theoretical shortcomings. (shrink)

Ayrıca bu dalın temel bazı meselelerinin derinlemesine incelenmesinin sosyoloji, antropoloji, psikoloji ve siyasi bilimler gibi disiplinlerin birikimlerinden ve yaklaşımlarından yararlanmayı da gerekli kıldığını belirtebiliriz. Bu yazımda teknoloji felsefesi alanını genel hatlarıyla ve güncel olgular ışığında kısaca tanıttıktan sonra, bu alanda ilginç ve kuramsal yönden değerli bulduğum iki sorunsalı sergileyip irdeliyorum. Este artigo analisa a visão filosófica marxista da natureza humana e como aplicar essa perspectiva no desenvolvimento de recursos humanos de alta qualidade no Vietnã hoje, tendo por base a metodologia materialista dialética e o materialismo histórico, com foco na natureza humana e no conceito de natureza humana como o total das relações sociais; analisa também, com base nos mesmos conceitos, os desafios e oportunidades para o desenvolvimento de recursos humanos no contexto da industrialização, modernização e integração internacionais, além de (...) investigar soluções sugeridas para construir uma estratégia abrangente e sustentável de recursos humanos. Como conlusão, os resultados da pesquisa mostram que é necessário associar desenvolvimento humano ao processo de desenvolvimento socioeconômico, defendendo o papel dos trabalhadores, enquanto sujeitos históricos, e fortalecer a educação e o treinamento em concomitantemente aos mecanismos razoáveis ​​de gestão e bem-estar, encorajando a criatividade e a iniciativa de recursos humanos. Desse modo, assim, o Vietnã pode melhorar a qualidade do trabalho, atender aos requisitos de integração e aumentar a competitividade nacional. (shrink)

Brain-computer Interface (BCI) research is rapidly expanding, and it engages domains of human experience that many find central to our current understanding of ourselves. Ethical principles or guidelines can provide researchers with tools to engage in ethical reflection and to address practical problems in research. Though researchers have called for clearer ethical principles or guidelines, there is little existing data on what form these should take. We developed a prospective set of ethical principles for BCI research with specific guidelines and (...) shared them, via a survey, to participants at the 6th International BCI Meeting at the Asilomar Conference Center in 2016. Respondents were broadly supportive of principles of Care for Subjects, Modesty, Participation, Inclusivity, Relationality, Justice, and Social Impact. Principles more traditionally aligned with responsible conduct of research showed higher levels of endorsement. Researcher support for specific principle-based ethical guidelines varied with respect to stringency of researcher obligations. (shrink)

The perennial problem of the exact nature of epistemic justification has recently become even more interesting upon Laurence BonJour's openly converting himself to foundationalism following a long and successful career built mainly around a strong defense of coherentism cum internalism. Even though the famous debate between foundationalism and coherentism is often associated with the "technical" issues of epistemic regress, basic beliefs, and so on, in this paper I will approach the debate from the standpoint of the post-Wittgensteinian literature and try (...) to provide some useful insights about the justification of those beliefs alleged by the foundationalist to constitute our ultimate touch with reality. More specifically, I will offer a neo-Kantian interpretation of the subvenient basis of supervenience relations believed to take place between the world and our basic cognitive states, and claim that such an approach has a better chance of combining the strengths of the traditional rivals in epistemology and coming up with a viable synthesis on this matter. The traditional tripartite and tetrapartite analyses describe the conceptual components of propositional knowledge from a universal epistemic point of view. According to the classical analysis, since truth is a necessary condition of knowledge, it does not make sense to talk about “false knowledge” or “knowing wrongly.” There are nonetheless some natural languages in which speakers ordinarily make statements about a person’s knowing a given subject matter wrongly. In this paper, we first provide a brief analysis of “knowing wrongly” in Turkish. (...) Then, taking Allan Hazlett’s recent account of the gap between traditional analyses of knowledge and actual epistemic practices of real cognitive agents as a point of departure, we spell out a non-universalist and non-extensionalist perspective on the value of “knowing wrongly.”. This paper aims to show that the putatively non-epistemic nature of propositional truth presents an interesting problem for those who reasonably believe that truth is normatively distinct from warrant or evidence and that such truth is an irreducible condition on propositional knowledge. After arguing that McDowell’s direct realist approach is rather inadequate to deal with the issue I am raising here, I introduce the notion of ‘epistemic gradient’ to show that even if one may plausibly maintain that a significant portion (...) of our empirical beliefs are presumably true in the alethic realist sense, there is no unproblematic transition from conceding that point to making the realist truth a panepistemic condition of propositional knowledge. Recent advancements in neuroengineering research have prompted neuroethicists to propose a variety of “ethical guidance” frameworks (e.g., principles, guidelines, framing questions, responsible research innovation frameworks, and ethical priorities) to inform this work. In this chapter, we offer a comparative analysis of five recently proposed ethical guidance frameworks (NIH neuroethics guiding principles, Nuffield Council on Bioethics, Global Neuroethics Summit Delegates, the Center for Neurotechnology’s neuroethical principles and guidelines, and the Neurotechnology Ethics Taskforce’s ethical priorities). We identify some common themes among these (...) frameworks, making explicit significant areas of convergence. We also highlight three areas of ethical consideration that have not received sufficient attention across these frameworks (extended care for research participants, cultural salience, and stakeholder input). Further attention and analysis of these three areas would improve the breadth and scope of ethical considerations for neuroengineering research. (shrink)
